What Is Covered California?

Covered California is the state’s official health insurance marketplace, created under the Affordable Care Act (ACA).  It is the only place where you can apply for premium tax credits and cost-sharing reductions to lower your monthly premiums.

Through Covered California, you can compare plans from major insurance companies all in one place — ensuring you have access to a wide range of ACA-compliant options.

Coverage Levels

Covered California offers four levels of coverage: Bronze, Silver, Gold or Platinum. In addition to those four levels of coverage, a minimum coverage plan is available to those who are younger than 30 or can provide certification that they are without affordable coverage or are experiencing hardship.

Essential Health Benefits

All health insurance plans provide a comprehensive package of coverages and services, known as essential health benefits. These benefits fit into 10 categories, and include services like prescription drugs, mental health care, and emergency services.

Dental Coverage

Dental Coverage All health insurance plans offer embedded pediatric dental coverage. This means that dental insurance for children is included in the price of all health plans purchased in the exchange. Covered California now offers supplemental dental coverage for adults, through optional family dental plans.

Vision Coverage

Covered California offers a pathway to quality vision care. Vision care benefits for children are included in all health plans purchased through the exchange. Vision care for adults is not offered but Covered California works with certain vision insurance companies to offer vision coverage directly to consumers.

Covered California Qualifications

Not everyone is eligible to enroll in a Covered California plan. Below are the basic requirements you must meet to qualify — including residency, immigration status, income limits, and coverage restrictions.
Residency

Residency

You must be a current resident of California. Covered California is exclusively for individuals and families living in the state. If you reside outside California, you are not eligible for a plan through this marketplace.

You must be a: U.S. citizen, U.S. national, or Lawfully present immigrant Eligible immigration statuses include: Permanent Residents (Green Card holders), Refugees or asylees, Individuals with valid U.S. visas, Temporary Protected Status (TPS) holders and other qualifying statuses
Income Requirements

Income Requirements

Your household income must fall within a certain range based on the federal poverty level (FPL) and your family size. Covered California offers financial help through premium tax credits and cost-sharing reductions to qualifying individuals and families with low to moderate incomes.

No Dual Coverage

No Dual Coverage

You generally cannot qualify for Covered California if you already have access to other types of minimum essential coverage, including: Employer-sponsored health insurance, Medicare, Full-scope Medi-Calaa If you’re currently enrolled in these programs, you may not be eligible for a subsidized Covered California plan.

Covered California Enrollment

When Can I Apply for Covered California?

You can enroll in a Covered California health plan during one of two periods:

Open Enrollment Period (OEP)

This is the main enrollment window — typically from November to January each year. During this time, anyone can apply, change, or renew their coverage.

Special Enrollment Period (SEP)

  • Outside the OEP, you may still qualify to enroll if you’ve experienced a qualifying life event, such as:
  • Losing job-based health insurance or Medi-Cal
  • Moving to a new California county
  • Getting married or divorced
  • Having a baby or adopting a child
  • Gaining lawful immigration status
